According to sources, the U.S. government has made it clear that it will not support the fee, and has threatened to impose sanctions on countries that back it. The move is seen as a significant escalation in the debate over how to address the growing problem of ship pollution, which is estimated to cause tens of thousands of premature deaths each year.

The IMO, a specialized agency of the United Nations, is responsible for regulating international shipping and setting standards for safety, security, and environmental protection. This week, its member states will gather to vote on a draft agreement that would establish a global fee on ships to help fund efforts to reduce pollution and improve environmental sustainability.

The proposed fee is intended to help cover the costs of implementing new technologies and practices that can reduce the environmental impact of shipping.
